Description of problem:
After upgrading the RHVH from RHEVM GUI, once the host become active, it is not disabling the "LocalMaintenance". 

Version-Release number of selected component (if applicable):
RHV-H 7.2 

How reproducible:
always

Steps to Reproduce:
1. Click on Upgrade option when the icon to update is visible for the host. 
2. The host migrates the vms and went to maintenance.
3. After upgrade, the host is UP but still in 'LocalMaintenance'

Shouldn't it come out of the maintenance? Or is it by design? 
Document doesn't mention it at all.

Actual results:
Host does not come out of maintenance. 

Expected results:
Host should come out of maintenance automatically after setting UP. 

Additional info:
Tested in local NFS setup for HE.
