Given that the decoder in which it happened (ffmpeg's H264 decoder) isn't part of Fedora proper, please file an upstream bug at https://bugzilla.gnome.org against GStreamer if you want to carry on debugging this problem.

I'd say that means the memory was all already eaten up somewhere else, or the something got corrupted. I agree it's likely to be GStreamer or ffmpeg rather than totem-video-thumbnailer though.
In my case I removed and reinstalled the package gstreamer1.i686, in this way the recurrence of the problem was solved, I am a novice, sorry if I do not provide more technical data, greetings.
