Description of problem:
VM Power option are all disabled.
Check it for RHEVM-3.6.9, RHV-4.0.4, and VMware Vsphare55

Version-Release number of selected component (if applicable):
5.7.0.1.20160913164703_66caf07

How reproducible:
100%

Steps to Reproduce:
1. For a VM in UP/Down state, open the VM Power menu.

Additional info:
On CFME 5.6.2.0.20160913114355_70e9086 Power functionality seem OK.

Marcel, can you double check if this is related to the SupportsFeatureMixin?

If not, it probably has to be reassigned to Web UI component.

It's part problem of the UI and part of the SupportsFeatureMixin.
There is already a PR that should solve this https://github.com/ManageIQ/manageiq/pull/11054
