That is some binutils change with -rpath handling from what I've seen.
Indeed, This seems related to the update from 2.27-5 to 2.27-6. As version 2.27-6 is untagged, back to 2.27-5, both packages are now OK.
Sorry guys. There was a snafu in the binutils.spec file which meant that the sysroot was being set to /usr/local/x86_64-unknown-linux-gnu/sys-root. Doh! This should be fixed in binutils-2.27-7.fc26.
