Description of problem: During major upgrade when using "environments/major-upgrade-pacemaker.yaml" we got an immediate error:

ERROR: Failed to validate: : resources.UpdateWorkflow: : Property error: resources.CephMonUpgradeDeployment.properties: Unknown Property batch_create

How reproducible: always
