Description of problem:
mock-1.2.20-1.fc23.noarch requires fedora-release, and that in turn conflicts with generic-release, so a system with a generic or fedora-derived install won't be able to install mock.  AFAIK should require the meta tag system-release instead of fedora-release

How reproducible:
Every time

Steps to Reproduce:
1.dnf install mock, or dnf upgrade if mock is already installed, on a system with generic-release instead of fedora-release

Actual results:
Conflict.  The dependencies of mock cannot be satisfied because it requires fedora-release, and that conflicts with generic-release.

Expected results:
mock-1.2.20-1.fc23.noarch installed successfully
