Description of problem:
When upgrading to 6.3 using puppet3 upgrade step migrate_foreman fails with  undefined method `override=' for #<Filter:0x0000000e6f82c8> during db:migrate 
(20160719124942 AddMissingViewPermissions)

Hey,

this is related to http://projects.theforeman.org/issues/7806 (https://bugzilla.redhat.com/show_bug.cgi?id=1264732) and caused by https://github.com/theforeman/foreman/pull/3704/files#diff-6d280b9c3b363aeba94cea5f59333cb7 patch. It adds new column "overrides" but the discovery migration happens before the column is added.

I need to create fake objects or change migration order in order to fix this. This is not related to puppet at all, this will fail in all cases.

Upstream patch pending review.
