Description of problem:
Red Hat Access was created around an insecure authentication protocol. It's been determined that rather than reimplement the service with a new protocol, the service will be shut down.

In order to avoid having a broken part of the console for the remainder of the EAP 6 lifecycle, we should remove Red Hat Access from the console.

If possible, we may also remove the RH Access modules from the installation as well, but that is not required.

Verified 'Red Hat Access' menu was removed from Web Console of EAP 6.4.12.CP.CR1
