Description of problem:
Storage calculation doesn't seem to correct. A daily chargeback using the default storage rate came up to $$1,030,792,151,040.00 for a 20GB storage volume.

CF 4.1.1

How reproducible:
Don't know. 

Steps to Reproduce:
1. Enable C&U
2. Assign default rates to Enterprise
3. Provision VM
4. Create a daily chargeback report
5. Observe report

Actual results:
$1,030,792,151,040.00 storage cost! 

Expected results:
An accurate storage cost report
