daylight savings time. Talked with the engineers, apparently this has
been fixed upstream but hasn't been backported to RHEL 3 yet.

Steps to Reproduce:
1.His jobs ran between midnight and 2 am during daylight savings time

Expected Results: the scripts should have only run once
This problem is fixed in vixie-cron-4.1-+ as in FC3/RHEL4 .

vixie-cron is now upgraded to vixie-cron-4.1-1_EL3 in RHEL3 .
It should be included in RHEL-3-U5.
