Description of problem:

 I followed a walkthrough at https://docs.openshift.com/online/getting_started/beyond_the_basics.html#getting-started-beyond-the-basics and
experienced a timeout while attempting to create a new application from my forked copy of the nodejs-ex source code file.
 I decided do delete all projects and start one from scratch. But then I got error from server: "projectrequests <project name> is forbidden: user kamien84 cannot create more than 1 project(s)". 

 Now I`m not able to create a new project from web interface or cli although my project list is empty.

Thanks for the bug report. This is a duplicate of https://bugzilla.redhat.com/show_bug.cgi?id=1367432

We'all clean up the partially created project so you can proceed, and you can track the fix for the underlying issue in https://bugzilla.redhat.com/show_bug.cgi?id=1367432
