Description of problem:
Cannot create a new project after deleting old project. Receive error:

projectrequests "projectname" is forbidden: user username cannot create more than 1 project(s).


Version-Release number of selected component (if applicable):
Openshift online v3

How reproducible:

1 - Delete project
2 - Try to create new project



Actual results:

Receive error:

projectrequests "projectname" is forbidden: user username cannot create more than 1 project(s).

Expected results:
Creation of a new project.

Additional info:

My github / username: stedotmartin

I know this does not happen every time as I have deleted a project in the past and then recreated.

You should be able to create a new project now. The old stuck project has been cleaned up.
