Description of problem:

Currently RHEV GUI provides the alert on low space in events.
Users miss it in most cases and comes to know when VMs start getting paused due to no Storage space error. This impacts the operations causing production down.

So there should be an exclusive alert or pop-up that will inform admin users on login or periodically about low storage space in storage domain.

How reproducible:


Steps to Reproduce:
1. Setup RHEV environment with storage domain.
2. Create a blan and pre-allocated disk with size that will consume bulk
   storage space on storage domain.
3. This will start creating alerts in events tab of portal about Storage Domain
   having low space.

Actual results:

Starts creating alerts in events tab of portal about Storage Domain having low space.

Expected results:

Should generate exclusive alert on login or periodically to notify users about storage space in storage domain getting low.
