You do not need to remove the file. Upstream got permission from the copyright holder to relicense it: https://hg.libsdl.org/SDL/rev/2e3396e62aa6 You can replace the file in SDL with the version in hg, or simply leave it as is, as the upstream copyright holder has effectively relicensed all versions of qsort under the zlib license.
I cannot understand why is it retroactive, but I will trust you. I will unpush the changes and put a comment into spec file.
