Description of problem:Cloud provider is not present, still add new volume is enabled in Storage volume


Version-Release number of selected component (if applicable):5.7.0.4-alpha1.20161005153002_cfc8a23


How reproducible:100%


Steps to Reproduce:
1.Navigate to Storage --> Volumes
2.Add new Cloud Volume
3.

Actual results:When no cloud provider is present, Add new Cloud Volume is enabled.


Expected results:Add new Cloud Volume should be enabled when cloud provider is added.
