Is the file/folder ownership conflict intentional?
It's common in perl packages. Because it uses this structure: /usr/share/perl5/vendor_perl/DateTime/Calendar/Julian.pm Any perl-DateTime-Calendar module will put a pm file in there. This one doesn't depend on any other DateTime-Calendar modules, so there is unclear ownership, and when ownership is unclear. it is permissible for multiple packages to share ownership.
