The db:seed and migration for Satellite can be a very lengthy operation.

We force a db:seed/migration cycle on almost every single plugin installation and upgrade which can cause a single yum update to take hours upon hours to complete because the user may have upgraded multiple plugins in one operation.

We need to remove this entirely from Satellite as all customers are required to run 'satellite-installer' during every update.
