Description of problem:

How reproducible:
Always on fresh appliance

Steps to Reproduce:
1. Go to Configuration -> Access control
2. Select an item
3.

Actual results:
Infinispinner. When I select an item in access control like 10 minutes after first infinispinner it works. It looks like this is broken for first time selecting an item in access control and for the next 10 minutes.
No errors in logs.

Is this something that has already been addressed, i was not able to recreate on upstream. Can you look into it, maybe ask for additional info or if you think this has been fixed, have reporter re-test with latest build.
