Description of problem:

The rules.js change that was included as part of https://bugzilla.redhat.com/show_bug.cgi?id=1370508 did not include a version bump.  So even if we solve https://bugzilla.redhat.com/show_bug.cgi?id=1383783 the new rules are not loaded upon upgrade or startup.  After chatting with some candlepin devs it was suggested it be added.
