Description of problem:
Timezone is currently set to New York (as is the default in rhel). That confuses lots of timestamps, logs and people, especially with daylight saving time.

I agree this should be changed.

We should probably change it in other non-docker images as well but I do not know where to report it (or which images we ship at all).

Latest platform containers image based on RHEL7 has the TZ set to UTC
