When a project is added to the "skipped" projects list in the dedicated admin role configuration, the script should remove dedicated admins' admin permissions from that project.  (I have a feeling that this request is an oversimplification, and that there will be corner cases where this is not desirable, but this was the request twiest made in the meeting today.)
