I've pushed a WIP branch with initial rebase work. Package maintainers, please look over the branch and fix up anything if needed:

I've now merged the rebase branch and built cogl-1.22.2-1.el7 for the rhel-7.4-gnome build target.

Note that this drops the downstream patch set we were carrying for https://bugzilla.gnome.org/show_bug.cgi?id=768190 which Owen says need to be ported to the private copy of cogl that mutter now includes since 3.22.
