Description of problem:
If a regular user logs something, he can't see it in journal.

Version-Release number of selected component (if applicable):
systemd-219-30.el7.x86_64


Steps to Reproduce:
1. useradd tester
2. su tester
3. systemd-cat <<< "asdfgh"
4. journalctl | grep "asdfgh"

Actual results:
-- No entries --

Expected results:
Oct 20 07:13:29 qeos-234.lab.eng.rdu2.redhat.com cat[1358]: bububu

The is no user journal (privileges?). I am not sure if that is fine.
It needs some additional investigation.

This behaviour is fine, we just need to make sure in test, that we are testing on non-persistent journal, because it behaves differently with and without persistent journal.
