Description of problem:

Opening CFME Web UI in Windows 7 IE11 ,

connecting to a provider Windows VM (tested with rhev, vmware)  
with VNC ,HTML5 button

Cursor is not visible , only in few cases :
* I" shaped cursor is visible in text input boxes if hover over
* the mouse pointer gets displayed on the task bar
Buttons , icons get highlighted when mouse is hover. 

Open VNC Console of Windows 7 VM in Internet Explorer: the mouse pointer is invisible inside the console
Open VNC Console of Windows 7 VM in Firefox: the mouse pointer is visible.

Tested in : 
Client: Windows Server 2012 R2, IE 11 (11.0.9600.18450).
Client: Windows 7, IE 11 (11.0.9600.18449).
With Infrastructure Provider: VMware vSphere 6.0 U2 (Host & vCenter Server)
and RHEV 

and with virtualbox image from modern.ie - Win7 IE11

Unfortunately Internet Explorer does not support local cursors and Edge will not even do it in the future.
