/usr/share/icons/default/index.theme, supplied by libXcursor-1.1.14-2.1.el7.x86_64 contains 

[Icon Theme]
Inherits=dmz-aa

dmz-aa was provided by dmz-cursor-themes in RHEL 6, but it is no longer present in RHEL 7. I believe the RHEL 7 content should be the same as in Fedora, ie:

[Icon Theme]
Inherits=Adwaita

since RHEL 7 supplies the adwaita-cursor-theme package.

The fix is trivial since the shared Fedora/RHEL source rpm simply needs to have the rhel special case removed.

The result of this bug can be observed e.g when running Qt 5 applications under an Xvnc server.
