Description of problem:

Applicability calculation wastes time scanning a list. 

Please backport https://github.com/pulp/pulp_rpm/pull/996 to Satellite 6.2.2.

Steps to Reproduce:
1. Update packages on a bunch of systems 
2. Monitor CPU and load
