Description of problem: Submit button in Infra Reconfiguration is not working, when clicking on it nothing is happening.. spinning wheel for few seconds but nothing is happening, we stay on same screen and not request are started. In order for this to be reproduced, a non-zero region number needs to be used. Reconfiguring a VM which has an id in region 0 may not reproduce this bug.
In continue to comment #4, I can confirm that as a workaround, Configure the database on the CFME appliance, with region 0, make the VM reconfigure/VM migration work well, and not fail on "undefined method `auth_key_configured?' for nil:NilClass" seen in production.log/CFME UI.
