Description of problem:
As a service catalog adminsitrator, I want to be able to set custom buttons (Atuomate > Customization > Buttons) visibility by more criteria than role.

An example use case, is integration with third party tools: the integration of NSX has no meaning in the context of a RHEV provider, or a vCenter provider where NSX is not deployed. Thus, I need to be able to limit visibility based on Provider subtype (VMware) AND tags (NSX_Enabled = true). The visibility has to be a mix of multiple criteria.

This feature would be key to create a better user experience.

Steps to Reproduce:
1. Create a button : Automate > Customization > Buttons

Actual results:
In "Visibility", the dropdown only proposes "To All" and "By Role"

Additional criteria are available: provider subtype, tags...

Verified for 5.9.0.2 with Expression editor, created a button that's visible with expression Power state = on for the VMs.
