Snapshot of tenancy context with no create project option

Description of problem:
As on a tenant or subtenant, “configuration” top drop down list do not propose add project to tenant option.
Attached is a snapshot of the case.

always


Steps to Reproduce:
1.Create a tenant
2.Within tenant create a subtenant
3.Select subtenant and use the configuration top menu - no create project option is available

Actual results:
No create project option offered

Expected results:
A create project option should be proposed in menu.
