Tested on 5.7.0.9-beta2.1.20161101182054_eb0afaa
Issue is still reproducible.
Following strings needs to be marked for translation.
1. Add a New Network Provider
2. Edit Selected Network Provider
3. Select a single Network Provider to edit

This problem is simply a matter of doing additional translation for 5.7.

New translations have been added into 5.7.

What you see is correct. The toolbar entries for adding & deleting
a network provider were there in the past, but were removed (technical
reasons). They may be added in the future, but for 5.7 they were
removed.

Checked with 5.7.0.13-rc3.20161129142908_1d51fd2. As per comment #6, the toolbar entries for adding and deleting network provider have been removed for this release. Once these entries are available in future release, will re-check the same.
