2. Drag one tab out of the terminal window
3. Try step 2 few times

Sry for the late reply and yes.
Upgraded to mate-terminal-1.16.1-2.fc24 and the issue seems fixed for me.
mate-terminal-1.16.1-2.fc24 has been pushed to the Fedora 24 stable repository. If problems still persist, please make note of it in this bug report.

This change causes a regression, see bug #1398234.
