I second the issue. Providing xorg.conf we use to force the dummy driver for our headless testing.

We've had this issue in the xpra repo, is this what you are using or is Fedora also shipping a patched version? The dummy driver got rebuilt against the newer xorg headers with this patch added: https://xpra.org/trac/changeset/14291
I'm using xpra and xorg-x11-drv-dummy from the Fedora repos. It was fine with F24 but broke on upgrade to F25 as described.
