This is related to https://access.redhat.com/solutions/2475941. Customers should be able to refresh their manifest and ensure the latest content. To do this, the entitlement certiifcates need to be re-generated. See the commit to subscription-manager at https://github.com/candlepin/subscription-manager/pull/1459/files for bug https://bugzilla.redhat.com/show_bug.cgi?id=1360909 Satellite should do the same manifest refreshes.

manifest was refreshed on satellite 6.2.10 snap 2. So I am moving this to VERIFIED
