Description of problem: With 6.2.3 we support on_demand syncing of repositories which will greatly reduce the storage need on satellite and capsules and also greatly helps with backup/restore times. However, this does not help with already synced up repositories. I propose that when a repository with already synced packages is changed to on_demand a task will be started to clean out the on_disk pulp content_cache. This should also happen on capsules. Alternatively, this could be a CLI tool that delete's all RPM's from the pulp content cache who's repo is on_demand. This tool should be able to run on both the satellite server and the capsule.
