Description of problem:
When trying to log into webadmin with missing username (password is provided) no error message is displayed.

How reproducible:
always

Steps to Reproduce:
1. open webadmin login page
2. leave username blank
3. write (some) password

Actual results:
page is just refreshed

Expected results:
error message
