Description of problem:
os-net-config runs on each create/update and overwrites contrail nic configurations.

Version-Release number of selected component (if applicable):
openstack-puppet-modules-7.1.4-1.el7ost

How reproducible:
Always

Steps to Reproduce:
1.deploy osp + contrail
2.do a lifecycle update that causes puppet to run on compute nodes
3.

Actual results:
contrail nic changes are overwritten

Expected results:
Contrail re-provisions its required nic setup during puppet runs
