Description of problem:
make in postgresql-docs fail

Version-Release number of selected component (if applicable):
postgresql-7.4.6-1.FC3.1

How reproducible:
allways

Steps to Reproduce:
1. cd /usr/share/docs/postgresql-docs-7.4.6/sgml
2. make html
  
Actual results:
Makefile:11: ../../../src/Makefile.global: No such file or directory
make: *** No rule to make target `../../../src/Makefile.global'.  Stop.

Expected results:
produce html files
