Storage Tab missing in role creation wizard screenshot

Description of problem:

Storage Tab is missing in the "Product Features" tree while creating the role. 

Version-Release number of selected component (if applicable):


How reproducible:
Configuration -> Access Control -> Roles -> Configuration -> Add a new Role

The Product Features on the right side is missing the Storage tab.

Steps to Reproduce:

Actual results:
Storage Tab is unavailable.

Expected results:
Storage Tab should be able to be selected.

A fix is available that will allow the missing Storage tab to show up.  I will post the PR info here when submitted.

Pull Request https://github.com/ManageIQ/manageiq/pull/12701 fixes this issue.

Merged and ready for QA testing.

While adding Role, Storage tab is present and able to select it under Product Features.
