Description of problem:

Running the openstack-endpoints validation from Mistral will fail, because the validations user will not be able to access /home/stack/overcloudrc.

In addition, there may not even be an overcloudrc file (e.g. when deployed via the UI). The validation should not fail in that case -- either it should show a warning or find the overcloud authentication values from elsewhere.

1. Deploy the overcloud
2. Run the openstack-endpoints validation via Mistral


Actual results:

The validation will fail saying it can't read the overcloudrc file.


Expected results:

The validation should pass.

This would be in the urgent category - not a blocker.  We will not hold the release for this - but if this can be fixed and merged in an errata we should do it.
