Description of problem:
=======================
I created a tenant (and admin is member), 
I create cloud component such as volume, network etc and set the cloud tenant to the new one. but it forced it to admin

How reproducible:

100%

Steps to Reproduce:
===================
1. Navigate to: Compute --> Clouds --> Tenants
2. Click Configuration --> Create Cloud Tenant 
   choose provider and Tenant Name e.g test_prj and save
3. Navigate to: Networks --> Networks 
4. Click Configuration --> Add a new Cloud Network
   Fill all details and choose Cloud Tenant 'test_prj' and add

Actual results:
===============
The Network created successfully, but Cloud tenant is admin

Expected results:
=================
Cloud tenant should be test_prj

Additional info:
================
The reproduced on volumes too.

Mainn, I can't tell if this is OSP tenant related or MIQ tenant.  If it's MIQ tenant, can you re-assign to GreggT?

verified on 5.8.0.3 created new instance for cloud tenant
