Description of problem:
[UI] - Tooltips in the SetupNetworks dialog are broken.

All the tool tips in the setup networks dialog are broken, for networks and interfaces.

Version-Release number of selected component (if applicable):
4.1.0-0.0.master.20161112231308.git672bd31.el7.centos

How reproducible:
100

Steps to Reproduce:
1. Open the setup networks dialog and hoover with the mouse cursor over the networks and interfaces

Actual results:
All the tool tips are broken 

Expected results:
The tool tips should display the networks and interfaces information.

The tooltip's HTML is getting rendered as text. Regression from our tooltip cleanup. So will also affect 4.0.5.

In addition to the stuff Michael noticed, I noticed an NPE while in there. Fixed that too.

Actually the tooltip fixes are only in 4.0.6 so we're good.

The fix for this issue should be included in oVirt 4.1.0 beta 1 released on December 1st. If not included please move back to modified.
