Description of problem: A few spice channels like channel-usbredir and channel-webdav (upstream only) might use all bandwidth available to the client machine. This will cause the client to appear to be hanging. Some Quality of Service is necessary to ensure that all channels can have enough bandwidth to keep the user experience good. A client side solution was proposed [0] but it was recommended to investigate a server side solution [1]. Moving to 7.5

Switching component to spice-server and moving bug to 7.6.
