Description of problem:
The whole UI under Gnome (Wayland or X11) is just a flickering mess. Windows appear and disappear and typed test flicks in and out. Even the time in the Clock at the top of the screen jumps back and forward a second or two constantly.

The Login screen (GDM ?) has similar flickering look about it.

XFCE and OpenBox environments appear 100% stable.

1. Boot Fedora 25
2. Login to Gnome desktop (Wayland or X11)

Actual results:
UI a flickering mess

Expected results:
UI stable and usable

I have the same issue after upgrading. No problems were reported with the upgrade process, and none of the un-replaced config files seem relevant. Under the advice of the post-installation problems instructions I issued a dnf distro-sync but this did nothing.

I believe the issue described here: https://devtalk.nvidia.com/default/topic/978111/screen-flickering-and-display-corruption-on-fedora-25/ is also the same, though can't be certain. If it is, then that means the problem has nothing to do with the Intel driver or hardware.

I already tried fiddling with i915 kernel parameters (enable_fbc=0) but got no further. My hardware is a Dell XPS 13 9360.

Trevor, did you upgrade to Fedora 25 or perform a clean installation? If it was an upgrade, perhaps we could look at the packages we both have installed, minus the packages of some people who successfully upgraded, to see where the problem might lie.

I agree, 1397586 was a duplicate. So so far we know it happens on at least some intel and nvidia hardware, on both X and wayland. I also did an upgrade from F24.

The problem can be fixed by removing CLUTTER_PAINT=disable-clipped-redraws:disable-culling from /etc/environment

Removing CLUTTER_PAINT=disable-clipped-redraws:disable-culling from /etc/environment worked for me.  Thanks Julian

Removing "CLUTTER_PAINT=disable-clipped-redraws:disable-culling" from /etc/environment worked on my HP Envy15 laptop after a FC24 to FC25 upgrade.

I upgraded 3 more machines from FC24 to FC25 and on all 3 the /etc/environment file was empty (0 bytes) both before and after the upgrade. Naturally they all work fine on FC25 Gnome.

The machines are: HP-6910p/FC24 i686, HP-DC5100/FC24 x86_64, and Lenovo-T410s/FC24 x86_64 all with Intel graphics (like the offending HP-Envy15) and have all been through various numbers of Fedora upgrades over the years, it's been a long time since Fedora was cold-installed on any of the machines.

So, in the /etc/environment file, where did the 'CLUTTER_PAINT' entry come from on the Envy15 computer? 

When upgrading to FC25 is it possible to zero-out the /etc/environment file to avoid Gnome display problems?

I upgraded Fedora from 24 to 25 and my /etc/environment is empty. 
I'm seeing the flickering under sddm/kde.
I have a Dell latitude E6510, using Intel i915 driver.

This message is a reminder that Fedora 25 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 25. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as EOL if it remains open with a Fedora  'version'
of '25'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version'
