dracut.pc is present in dracut-033-496.el7:

[root@localhost ~]# rpm -qf /usr/share/pkgconfig/dracut.pc
dracut-033-496.el7.x86_64
[root@localhost ~]# cat /usr/share/pkgconfig/dracut.pc
Name: dracut
Description: dracut
Version: 033
dracutdir=/usr/lib/dracut
dracutmodulesdir=/usr/lib/dracut/modules.d
dracutconfdir=/usr/lib/dracut/dracut.conf.d
[root@localhost ~]#
