Description of problem:
Just upgraded from Fedora 24 with:
dnf system-upgrade download --refresh --releasever=25

At reboot kernel-4.8.8-300.fc25.x86_64 shows immediately kernel panic.
See attached screenshot.

Hardware is a Lenovo T460S

System Information

Thankfully, fc24 kernel still work so I've been able to boot.

can you check you have an initramfs for that kernel and grub is loading it?

Are you not using uefi on this system for some particular reason?  Either way, 4.8.8-200.fc24 works but 4.8.8-300.fc25 does not?  That would rule out a kernel issue, they are the same source.  I am guessing dracut is missing something when creating the initrd. boot without the rhgb and quiet and see if you can get a better idea of the issue.

No special reason for not using uefi.
Confirmed, 4.8.8-200.fc24 works but 4.8.8-300.fc25 does not.

Found out that this is a duplicate of bug #1384469 ; removing dracut-fips and regenerating the initramfs solved the issue.
