This question is whether the service should be started by default everywhere or if it's only useful to Fedora Server, Fedora Workstation or Fedora Atomic. It looks to me like it's useful on all of them (or at least, any of them that install the drbdlinks package), so I proceeded under that assumption. This process does not manage presets for EPEL 7, only Fedora. If you want it included there, you need to file a bug against the epel-release package. (I think; I'm not sure if EPEL allows presets that aren't provided by RHEL). In the past a preset from another package that I'm maintaining was silently merged from Fedora to EPEL, but will file a separate bug - thanks!
This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle. Changing version to '26'.
