Description of problem:
After importing a template from glance repository and export that template to export domain, in case trying to import that template again to the system, the operation fails with:
"Error while executing action: 

glance_tmp_Copy:
Cannot import Template. The snapshot configuration is corrupted (snapshot ID is empty). Please contact the system administrator."

From engine log:

Steps to Reproduce:
1. Import image from Glance as template
2. Export the template to export domain
3. Try to import the template (clone) with new name

Actual results:
"Error while executing action:

Cannot import Template. The snapshot configuration is corrupted (snapshot ID is empty). Please contact the system administrator."

Expected results:
Operation should succeed

Patch was not backported to 4.1 to make it to the beta

Failed QA - ran the steps to reproduce and got the same issue:

Target release should be placed once a package build is known to fix a issue. Since this bug is not modified, the target version has been reset. Please use target milestone to plan a fix for a oVirt release.
