This issue was reported by IBM as fixed in June 2016, last listed kernel series containing this issue was 4.2 and the CVE was assigned at the beginning of March. Unless this information is incorrect, Fedora 23 has been fixed since 2016-01-20 with kernel-4.3.3-301.fc23, and Fedora 24 and Fedora 25 were never vulnerable.

That's right, this issue affects KVM on Power-8 platform; And was fixed by upstream commit

Which is merged in the upstream kernel from 4.5 release.

Closing this bug as fedora kernels are not affected.
