This might not be a kernel problem and I think I narrowed down when the flicker happens.

I just updated my terminal program ( terminator-1.90-1.fc25.noarch to terminator-0.98-4.fc25.noarch) and clipit (clipit-1.4.2-11.fc24.x86_64) could no longer draw it's window when focused on the terminal window. Testing with Gnome Terminal the same behavior happens. I have to mouse focus off the terminal window to get clipit to draw the window.

I also noticed that I can trigger the external monitor flicker when working on on Gnome Terminal or Terminator and I trigger a right click window dialog or I try to issue my hot key to clipit to show my clipboard history.

After further digging around it seems this is a dupe of https://bugzilla.redhat.com/show_bug.cgi?id=1353008
