Description of problem: In iersion 2.18 of xkeyboard-config Ruble symbol was added to "ru" layout, unconditionally setting AltGr to Level3 modifier[1]. This breaks any other use of AltGr, like grp:switch and there's no way to turn it off besides editing /usr/share/X11/xkb/symbols/ru file. Since lv3:* options exists, it was later fixed in upstream[2], fix was included in version 2.19. Steps to Reproduce: 1. setxkbmap -layout us,ru -option '' -option grp:switch,grp:shift_caps_toggle Actual results: AltGr does not switch keyboard layout when pressed in "ru" layout.
